Goa’s Seed Fund Push: Government Clears 8 Startups for Funding as “Creative Capital” Vision Takes Shape

Panaji: Goa is aggressively rewriting its reputation from a “holiday destination” to a “startup haven.”
In a significant move to boost the coastal state’s entrepreneurial ecosystem, the Goa Government has officially cleared 8 new startups for seed funding under the ambitious Goa Startup Policy 2025. The decision was taken during the 10th Empowered Committee meeting held this week, chaired by Chief Minister Pramod Sawant and IT Minister Rohan Khaunte.+1
Each selected startup will receive a one-time grant of up to ₹10 Lakh to scale their Minimum Viable Products (MVPs), signaling the government’s intent to back “high-risk, high-reward” ventures.
The “Chosen 8”: AI, HealthTech, and Regional OTT
The selected cohort reflects a maturity in Goa’s ecosystem, moving beyond hospitality apps into deep tech and social impact. The 8 startups cleared for the Seed Capital Scheme include:
- Home Health Healer: A home-based healthcare service provider with remote patient monitoring capabilities.
- Reverse Infinity Pvt. Ltd.: An AI-driven platform focused on proactive healthcare and early disease detection.+1
- Dumfries Vision: Developing AI-enabled retinal screening solutions to solve preventive diagnostic gaps.
- Vishkar Modernizing Construction: Offering VR and AI-based immersive walkthroughs for the real estate and construction sectors.
- Incluseer: An AI-powered digital accessibility platform promoting inclusivity for the differently-abled.
- Sevaco: A micro-task marketplace connecting citizens with students for everyday services.
- Buraa: A hyperlocal tourism discovery platform for dining and activities.
- Vindaloo Entertainment: A regional OTT platform dedicated to curated short-form Goan content.
“The level of innovation we witnessed reaffirms that Goa is rapidly emerging as a serious contender in India’s startup landscape. We are ensuring founders receive crucial early support to transform ideas into scalable businesses,” stated IT Minister Rohan Khaunte.+1
Beyond Startups: Funding Student Innovation
In a parallel move to catch talent young, the committee also disbursed ₹50,000 each to 10 student projects under the newly launched Campus Innovation Scheme.
Highlights from the student innovations include:
- A Konkani Large Language Model (LLM) analysis tool developed by students at Goa College of Engineering.
- “Wingman,” an assistive wearable that translates sign language into text in real-time.
- “Aerovision,” an autonomous edge-powered drone for intrusion defense.
The Bigger Picture: Policy 2025
This disbursement is part of the Goa Startup Policy 2025, which aims to position the state as the “Creative Capital of India.” By focusing on Seed Capital, the government addresses the biggest hurdle for Tier-2 founders: access to early-stage liquidity without diluting equity to predatory sharks.
With 27 applications received and 8 cleared in this round alone, the message to India’s founder community is clear: If you are building for the future, you don’t need to be in Bengaluru to get funded.
